Soil temperatures weren't restarting properly #26

Soil temperatures were not restarting properly across restarts (credit to Greta Shum for noticing this - it wasn't obvious in the global mean). I edited atm2lndType.F90 and now the soil temperatures in the global mean and at a few locations that I checked are numerically identical between simulations across a restart vs running continuously through without making a restart file. Just noting that this issue existed, and is hopefully now fixed.

(I don't think I linked the pull request right - but commit 7f76056a05a261e0538b1d1052ec6156677cb9bc to the cesm2_1_slim branch on Feb 22, 2022 should address it.)
