Starting point of SLIM in the cesm2_3 development version of CESM #49

This is the starting point for SLIM in the cesm2_3 development version of CESM. This is based on top of #31.

The only testing I've done so far is for the python testing and the following simple test case...

SMS_Vmct_D.f19_g17.IHistSlimQianRsGs.cheyenne_intel.slim-realistic_fromCLM5_1850

which passes.

I've updated to the latest on the cesm2_1_slim branch and got the test SMS_D_Ld5_PS_Vmct.f10_f10_mg37.I2000SlimRsGs.cheyenne_intel.slim-default working.

There's a small bug in cime for pointing to the testlist_slim.xml file.

Running the test list 5 tests pass, and 24 fail on cheyenne:
