Add some protections to the important branches of SLIM? #76

github gives us a warning that we don't have protections on our main branch of SLIM and possibly we should. I think possibly both the cesm2_1_slim and cesm2_3_slim branches should be protected at this point with a short list of people that can push to it. We haven't had problems so maybe it isn't too important, but we should think about this...

I went ahead and added protections to the cesm2_1_slim and cesm_2_3_slim branches. Right now I'm the only one allowed to push to the cesm2_3_slim branch, but @marysa, @slevis-lmwg @fischer-ncar and myself can push to the cesm2_1_slim branch.

The cesm2_1_slim_mml branch is currently both stale and open...
