Update to the latest CESM development tag and get into CESM tags with tests for MCT.

Fixed in slim0.4.002_cesm2_3_beta15

SLIM is now in the CESM tag cesm2_3_alpha16b. So should come in the cesm2_3_beta16 beta tag.
