Add support for ENA submission

In order:

• [ ] Investigate and create the necessary ENA metadata_entities
• [ ] Check if Webin Authenticator can be re-used
• [ ] Investigate on ENA API and create the EnaApi object

That should be enough; I anticipate the longest it's going to take is for the ENA metadata entity to be created.

Also thinking about archive interaction - AKA, ENA submissions do need samples, which can be accessions - Should it be Biosample entities?
