Autovoice plugin: preserve state across restart #13

Currently, moderation will be off when starting the bot. Solution: Save the state and load it. Another idea: Check +m channel flag and enable moderation if set.

PSA: After starting the bot needs :moderation on by an OP. Otherwise nobody gets voiced anymore.
