Topology mapping #88

From Aachen minutes:

Besides components and properties, we need to map the topology of models (especially in that parts where SimModel and Modelica differ significantly e.g. non-fluid connections). This will be done in Python as the Mapping Rules are not flexible enough to allow a clear and maintainable process to map topology with-out introducing new paradigms and languages. What the best structure for this process is and how this meta-model will be designed is still open. We definitely need a combination of mapping- , SimModel-, Python- and Modelica-Knowledge here.

I created a new package genericapi, because the implementation of the current TopologyMapping in CoTeTo is quite cumbersome for testing.

@jraedler and @thorade maybe we can have a TelCo in one or two weeks and discuss the implementation for next meeting in Freiburg.
