Really interesting questions, Eric! I just listened to this really interesting episode from OnBeing - one of my favorite podcasts. The interview was with Jimmy Wales, founder of Wikipedia. I'm wondering if their sort of community ethos and software might be a helpful framework for this fact-checking site. They also touch on "truth" toward the end of the episode.
