hotfix: revert field rename Payload::ns_payloads -> raw_payload #1586

This PR:

rename Payload::ns_payloads -> raw_payload so as to restore serialization compatibility for Payload struct.

This PR does not:

...do anything else. This PR is a hotfix. Tests coming in a future PR.
