For Cappuccino there will be a single fee per block paid by the builder. Specify the fee mechanism is implemented accross each component of the sequencer (e.g.: HotShot, fee bridge contract).
The specification should include a worflow describing how a builder can deposit a fee into a L1 smart contract, attach a fee to a block it produces and how the fee accounting is managed.
