Describe the task

!!! THIS WIL BE REVIEWED POST THE GEN 2 UPDATE !!!

There's no point doing this until we have new UX to present to users

We need to move all the user guides to a space where they can be accessed by users of the tool.

Success Criteria

[ ] MUST review existing documents and identify overarching structure for presentation
[ ] MUST establish suitable mechanism for hosting user guides and report explainers
[ ] MUST convert documents to new format
[ ] MUST provide searchable access to logged in users
[ ] MUST link to new location in outgoing emails

DEV NOTE

One idea here is to move the documents to the project's wiki and maintain them there.
