As a game participant, I want to be able to see a news ticker showing headlines on the overview page.

Per Proposal Specs:

Revise time ticker action plans and seek necessary administrative approvals for additional or modified program components, if necessary
Research and utilize a web pack/frame such as js.marquiee
Provide modifications to each partner group for organizational display with Image, title name varchar(30), and newstory(255)

RE: Research and utilize a web pack/frame such as js.marquiee: created .html, .css, and .js scripts for scrolling; now understand that upon being handled, the marquee() fxn has been depracated and may or may not work for newer browsers. Addl code retrofitting for browsers would be required (ex. IE.). Will be moving in a different direction heavily based on a TDD environment. (04/12/19: 4.5hrs)

Waiting on modal.info questions to be answered (may/may not affect news flash) while further research on add'l moving parts(outside of twitch) is carried out (04/13/19(1.75); /looking into add'l webpacks (04/14/19: research 2.0hrs); /decidedly, moving in the dirxn of a partial fragment event listener widget on the modal button as a partial (04/15/19:1115am.current time: 1.25hrs);
