Add Lost City Mountain map-specific Setup #22

Not official rules, but popular houserule. Same setup as the tower except replace the tower with the lost city. Would have to somehow both support multiple landmarks per map and landmarks from different expansions. May end up a little messy technically, I would close this ticket if it can't be done semi-cleanly.

Low priority, as it's going to be a pain to reverse the current map => landmark relationship.
