Fixes #48

This also changes where files live after installation. Writing configs and like files to C:\Program Files\ is not available to most users.

It also introduces a new installer creator. I switched to Inno Setup because it allows to moves these files around in installation. My hope is one day to be able to clean up the install directory as well, instead of piling *.pyd and *.dll files in there next to the client.
