This is based on the discussion in a recent meeting and this thread.

@bashir2 I am looking at the like of publications and it seems like the typical version people are referring to when talking about R4 is 4.0.1: https://hl7.org/fhir/directory.html

Perhaps we could use that value set but constrain to publications?
