Clarify view definition non goals #242

We should clarify some non-goals of view definitions to ensure we have a clear scope. This includes:

ViewDefinitions are specific to a single resource -- they never touch multiple resources in a single ViewDefinition
They do not join between resources
They do not offer sorting capabilities within the ViewDefinition (but implementations may offer that within their systems)
They are not aware of any storage or output format, this is left to the runner

Let's add others to this discussion.

Initial pull request has been merged. I think this covers, but will leave this open for now if others have opinions, but will close in the next few days if not.
