Created and commited accuracy model. Fully working as of commit - may need to be tweaked before it can be integrated with Hla's soon to be done flattened data

Let's pocket this PR until we have @HlaKarki 's contribution and everything is integrated into the main code too

Also, we need some unit tests generated too per our DoD
