CI/CD Pipeline Updates

Description

✅ Updates the GitHub Actions pipeline that has gone quite neglected for a few weeks now that we have completed the refactor and merged all initial work on it.

🆕 There are now two separate actions that are executed by different triggers, one triggers when we PR to main, and the other when we PR to Dev.

🆕 Notice this snazzy PR message? It's the template now so any time you start a new Pull Request you, too, can write a PR like this!

✍🏼 Our requirements.txt has been separated into dev and production dependencies, see update at the README section about venv.

Definition of Done

[x] Acceptance criteria are validated
[x] Changes are approved
[x] Contains no breaking changes
[x] Changes are implemented in all components
[x] Each component associated with issue is updated (no stubs)
[x] Each new feature has unit tests written and confirmed
[x] All tests pass, no regressions
[x] All documentation is updated, including release notes
