These updates to the pipeline should be merged into main so that they can be integrated into our workflow, they are cherry picked from the most recent version of Dev

Everything after I requested review from @kecarman74 is me trying to get the actions workflow to work with the older codebase present on main, the ultimate conclusion was to hamper it temporarily, pending the next merge from Dev.
If we intend to merge Dev soon (before Tuesday perhaps) then this PR can be ignored.
Removed pytest step at this branch for now, it will be restored when next we merge from Dev. Will catch up after merge from refactor
