Combo manipulator #18

Does what it says on the tin.

Some form of combination hatch/cargo manipulator is being discussed. This PR covers any changes required to create this "combo manipulator."

At the moment for ease of testing no old Subsystems/Commands have been replaced/removed in this PR. If a design is finalized I'll be fine with that but until then I'm going to try to avoid that sort of "cleanup."

(Note that the WIP bot has been uninstalled in favor of draft pull requests, so it does not update despite title changes to this PR. :shipit:)
