Basic arm functionality #9

We almost forgot an entire robot system!

The cargo manipulator (#3) arm should probably be its own subsystem (so the arm doesn't have to wait for the cargo manipulator to stop before moving, or vice versa.)

Auto commands will be a separate issue after this is closed.
