load command between client and game library #1780

I created list of command using makehelp but commands is only client. I'm using Elinsrc's client mod https://github.com/Elinsrc/Client-Mod help.txt and also got issue when saving configs in Multiplayer > LAN Game > Create Game > Advanced Options

There are not only client commands and cvars. There are also engine and server commands and cvars.
