Respiratory Failure #97

@f-eto @finersarah I think this list will require some thought.

1) The codes for chronic respiratory failure will be an endpoint of another condition that we should be coding (e.g. COPD, pulmonary fibrosis etc). So not really a stand alone condition. Although the development of respiratory failure is a marker of severity.

2) If we keep this as a condition, we may want to include codes for home oxygen. As these are only provided if there is evidence of respiratory failure (these codes are included in the tab).

3) We should consider removing the following code as could represent a number of acute conditions. H590.00 | 37961.0 | Acute respiratory failure

4) We should consider what to do with the following code as it may cross over a lot with obstructive sleep apnoea. Fy04.00 | 38686.0 | Sleep-related respiratory failure

I agree this will be the endpoint of other conditions, but we should keep it as there are additional burdens associated with having respiratory failure in addition to the underlying pathology. This is consistent with our having a codelist for end-stage renal disease and one for CKD. But we will need to consider the significant overlap with other respiratory disease codes, and the fact that it is an indicator of severity.

I agree with removing acute respiratory failure, and including sleep-related respiratory failure.

I would not include home oxygen as it does not always indicate chronic respiratory failure, and is sometimes used temporarily (e.g. post-COVID). Equally, I think we should not go looking for CPAP or BiPAP/NIV codes as these again are going to be difficult to use and are beyond our current scope.
