i'd assume this is pretty straightforward to reproduce but if not then let me know and i can make one. basically it's a world panel behind a func_shatterglass. the glass material is materials/glass/glass_c.vmat.
edit: it's the same difference whether the glass is broken or not.

Expected behavior
can see worldpanels through glass.
