To update, I've found out it isnt just relegated to one project and happens generally whenever I boot up the editor. I'm running into a massive issue though where the downloaded game seems to contaiminate my actual project, preventing most models from compiling.
Still running into this issue after the update to how cloud assets are stored. Now it's just installing them to the project folder instead.
Same, "In Project" view has a lot of stuff I have never added
New projects also come with the .sbox/cloud folder already filled with random crap, it's almost 150mb!
Seems like the assets that get downloaded are always the same:

Describe the bug
Whenever I boot up my editor I occasionally am forced to redownload packages. Most if not all are completely unrelated to the project. This has also wanted to redownload a game I have made every single time I boot up the editor, making me wait for over a minute for no reason.

Expected behavior
I should be able to load into the editor without those packages being downloaded.
