Suggestion to better support Rails 3 upgrades #52

Why not always include RackEnv for Rails since I believe it hurts nothing if it's not a Rack app...

I don't have all the osx stuff I need to actually run the tests, but I did alter both the source and the related test.

Hey, thanks for the work. I will definitely have to test this before I pull it in, I’ll do that when I work on porting the pane to 64-bit MacRuby.
