Moving tutorials and ecosystem section from homepage to the docs? #1858

Hi, the title says it. I think moving the tutorials and ecosystem sections into the package documentation would be helpful for people using flux in their programming. This change would integrate useful programming resources with the technical specs, removing the break in pace from the different layouts of the homepage and the docs. One wouldn't have to jump between the two tabs (clicking on docs opens a new tab) but have everything in one place.

Even a top-level header bar like the TF and PyTorch docs sites have would be nice. I'm not sure how easy this would be given that https://fluxml.ai/Flux.jl/stable/ is essentially completely isolated from the root, but @logankilpatrick might have some ideas?
