Quick start clarification #6

In the Quick start section the following 2 points are listed:

Depending on what project you wish to utilize. Update proxyTable:target in vue.config.js to point to your target
Start up target project (default startup is based on project, this information can be found in vue.config.js)

I'm unclear on what is being asked here, could you provide some clarification?
