13 new issue template for research questions #14

Fixes #13.

A new template to allow better tracking of research work that isn't directly new/improved code. E.g "What useful models are there on HuggingFace for Arabic entity recognition?" or "What's the relationship between training set size and accuracy for task XXX?"
