Support parameter scans via PROMINENCE #149

PROMINENCE offers the ability to run high throughput processes (eg. parameter scans) on idle cloud computing infrastructure. This allows more extensive computing resources to be made available than would be found on a local batch system. BLUEPRINT Singularity containers should be made available for PROMINENCE.

A prominence submitter/downloader is in the draft JETTO api PR #251 (and probably wont be needed until then)

prominence downloader no loader needed as of #1725 should be possible after #701

@je-cook is it fair to say that this issue is ever addressed, it will only be available to UKAEA/STEP? Can this issue be transferred to the STEP repository?

Unsure because it isnt a UKAEA specific code https://prominence-eosc.github.io/docs, from the about its a Horizon 2020 project

As a side note this would probably be considered solved once our docker container is finished
