[Feature] Manager request history page #11761

👋 Introduction

This branch adds the new manager request history page.

🕵️ Details

I found a few small bugs in the manager dashboard and I rolled the fixes into this PR. I also pulled those files into a shared directory with this page.

🧪 Testing

  1. In Router.tsx uncomment the loader for "../pages/Manager/ManagerRequestHistoryPage/ManagerRequestHistoryPage"
  2. Rebuild
  3. Log in as manager@example.org and navigate to /en/manager/talent-requests

We can make a request for a design review when Josh gets back, but I'd merge it for now
