[Feature] Download candidate CSV with ROD #12024

👋 Introduction

Makes it possible to download a candidate CSV with ROD data on the Talent Placement tab of a pool.

🧪 Testing

  1. Navigate to the Talent Placement tab of a pool /admin/pools/{poolId}/pool-candidates
  2. Confirm you can download CSVs with or without ROD data and they appear as expected
  3. Navigate to the all pool candidates page /admin/pool-candidates
  4. Confirm you can only download without ROD data
