🤖 Resolves #10625.

👋 Introduction

This PR replaces the Laravel artisan command config:cache with optimize in order for Laravel to be optimized in production.

🧪 Testing

Deploy to Azure infrastructure
Verify Laravel's configuration, events, routes, and views still work

This might be out of scope for the issue, but our maintenance scripts could probably also be updated. Thoughts?
