Feature

Managers want to know the definition of each skill when they submit a talent request.

Details

This design is a variation of the current "skill browser" inside the modals used in the skill library section

This new design has:

A dropdown for skill family
A dropdown for skill
A Box containing the definition of the selected skill
An "Add skill" button
A selected skills box, containing all selected skills so far
A context box

LOGIC

When a skill is added by pressing the "Add skill" button:

the Skill dropdown gets cleared and refreshed
the definition box gets cleared back to the null state
the selected skills box adds a new skill to the list.

[ ] The context box "Note: Results will include..." is unchanged and appears below Selected skills box
[ ] When add skill button is activated, the Logic (described above) is triggered
[ ] Add story

The need for this is reduced now that we have a public skills page. I'm gonna push this to the bottom of the backlog given that it's a fair bit of work.
