Simplify the docker container build process

2.) It might also be interesting to look into using this GitHub Action in a workflow for automated build & deployment of our dev container image: https://github.com/marketplace/actions/build-and-push-docker-images

With new Isaac ros 3.0 this is much easier since the scripts can generate production images
