Nav2 inflation layer #214

Added an inflation layer to nav2, which spreads the danger zone out around the obstacles. Basically prevents the robot from clipping the edges of obstacles.

Ready for review. Very few changes and everything still worked in RViz after adjustments. I sent pic in discord as proof.
