Added a joint state publisher to visualize the robot wheels in RVIZ #249

I tested both Gazebo simulation and SVO recording playback, and neither of them is broken by this PR. The wheels actually move with the robot in rviz now for both Gazebo simulation and svo playback! With Gazebo, it is especially cool because the wheels move the same in RVIZ as they do in Gazebo now.
