Description: When clicking on any bulleted internal link at the top of page "A Consumer's Guide to Food Safety: Severe Storms and Hurricanes" ,e.g. "Safety of Food in Containers Exposed to Flood Waters" the navigation does not point to the "Safety of Food in Containers Exposed to Flood Waters" section of the page. This issue occurs for all six bulleted internal links beginning at the top of the page starting with "Power Outages" and ending with "Food Safety Contacts for Areas Affected by Severe Storms and Hurricanes"

Steps to Reproduce: 1) Logon into the application

2) Click on link "Topics"

3) Click on Link "Food Safety Education"

4) Click on Link "Consumer's Guide to Food Safety: Severe Storms and Hurricanes"

5) Click on Internal Link "Safety of Food in Containers Exposed to Flood Waters"

Expected Result: On clicking "Consumer's Guide to Food Safety: Severe Storms and Hurricanes" user is navigated to "Consumer's Guide to Food Safety: Severe Storms and Hurricanes" section of the page.

Actual Result: On clicking "Consumer's Guide to Food Safety: Severe Storms and Hurricanes" the page is refreshed and the user is not navigated to "Consumer's Guide to Food Safety: Severe Storms and Hurricanes" section of the page.
