FY21 Standard Investment Report Performance Metrics Reporting #349

Last year, the guidance for the network and delivery standard investment reports explicitly stated that investments "should report at least one metric" if reporting metrics. That language no longer appears, though the language "should only report those metrics that are applicable to the Investment" still suggests a flexibility in metric reporting.

With the change, I am looking to confirm that the business case requirement of at least 5 metrics (and the additional rules on the types of metrics) still does not apply to standard investments such that they are dree to report only the applicable metrics (if any.)

Hi Bill, you are correct. The IT Dashboard validations will mirror the guidance. The IT Dashboard will not mandate a minimum of five metrics for for standard investments.

I am receiving the following error when attempting to submit a new deployment report with no metrics:

Submission Failed for UII 009-000000000 LogicalStructureErrors◦alert000891-SIR: Any SIR that can have metrics must have at least 1 performance metric reported

Based on the above, my expectation was that not reporting metrics was valid since they no longer "should report at least one metric" but now "should only report those metrics that are applicable to the Investment".

Hi Bill,

Thanks for reaching out.  Per the ITDB validation logic, agencies are required to submit at least one metric for Standard Investments. However, in the SIR section of the OMB Guidance, OMB has said that agencies should refer to the MITBC section for instructions. So it could be the case that OMB is expecting a minimum of five metrics, although as you noted, there is language in the Guidance about submitting metrics "that are applicable to the Investment."

Our recommendation is to engage with your OMB Desk Officer to ensure that expectations are in line. However from a technical perspective, each SIR must submit at least one metric.
