Blank CSV Files from Dashboard #389

Hi All,

I've gotten a couple of reports that, after a successful submission, when a user goes to download the submitted information, the csv files are blank. So far, I've only gotten reports for the SIL and the GDR, but l can't be sure it doesn't extend to other reports.
