Service's publicUrl validations are too strict #449

The publicUrls field within Services should accept multiple string values without the need http:// or www.

Item Status: Set for deployment this week (7/12 - 7/16)

We have deployed a fix for this item. Vendors do not need to add http:// or www in front of public urls anymore.
