[QOL] Increase sidebar scrolling speed and allow changing on which side of the screen it is on #7

Default sidebar scrolling speed is very slow, as instructed I set mine to delta*50 and it's much better, since precision is not very important in this case I would like to suggest adjusting default value to something higher (50 seems good for me).

Also I would like to ask for the ability to change on which side of the screen the sidebar is, since I'm using two monitor setup and browser is on my left monitor using the menu can be annoying because it's very thin. (Although this is not very important)

Extract this into your dynmap/web/css folder to get the menu on the left side (GWM 0.3.x only). Make sure to do a Ctrl-F5 to see the results. css-left-world-sel.zip
