Added new products to config file #36

This PR adds new products to the config file: wofs_apr_oct_summary, ls7_nbart_tmad_annual, and ls8_nbart_tmad_annual. I wasn't sure which sampling to use so I just select average for all.

Also, how do I update the dea module on NCI to use the latest version of dea-cogger once this is merged?
