Overviews are being created with 'average' interpolation hard-coded: https://github.com/GeoscienceAustralia/COG-Conversion/blob/master/netcdf-cog.py#L138-L139

For categorical data like WOFLS and PQ, we need the default 'nearest' interpolation, so that values are not altered to a new category.
