A plugin for converting to an OGR supported vector layer.

No need to implement a driver. If there is a need later we can add it.

• [x] Allow user to extend columns as needed
• [x] Optional --line argument that produces a second file containing a single line geometry for all the processed points.
• [x] Limit to write-only for now.
