Update date ranges

Currently date ranges are old ones from bash scripts.

• At a minimum should be updated to more current date.
• Should we automatically use last full month? Ask Paul about logic.
• Old bash scripts have wrong end dates since TABLE_DATE_RANGE is inclusive. FIx!
