Completes #20 (But don't close, I think we want that issue for reference)

[x] What version number to use. (Currently set to 0.1)
[x] Use existing version machinery, parsing version from __init__.py, or switch to using VERSION file. Use VERSION.
[x] Update Changes.md to include this PR.
[x] Merge changes from #22 so that unit tests pass
