Update Treniformis for a New Year

• Add 2017 by using the last 12 months for right now to compute values

• Add type 19 to the kinds of messages scanned for vessel type.

I checked by hand and ACTIVE_MMSI now includes the missing MMSI from #51

There are a couple of interesting/surprising things:

First, there are some deletions to likely fishing (and by extension known and likely) due to the addition of type 19 messages (I assume). See the diff of LIKELY/2013.txt for example. I imagine this is because some of these extra messages aren't reporting fishing and drop the fraction of fishing below the threshold for fishing / nonfishing.

Second, adding the last couple of months of 2016 got rid of a lot of spoofing. See SPOOFING_MMSI/2016.txt.
