Switch bothclassify_table_name and normalize_table_name to
pipeline_classify_p_p516_daily
Update tables.
Pipeline 740 was not longer being updated so we needed to switch to the up to date pipeline.
The switch to only using classify, not normalize was because we no longer want to always
push normalize results into BigQuery and because classify is arguably better since some error
correction is done before that stage.
Switch both
