Windows binaries build script is implemented as a separate job inside distribute.yml workflow.

Might it be possible to include the instructions for building samtools and readItAndKeep Windows binaries inside the repo? Perhaps inside lib/win as a README.md? Feel free to PR these or else share with me and I will add them either as a file or to the wiki.
